Conservation Practices Program
One of the cost share programs funded by the Illinois Department of Agriculture (IDoA) and administered by the SWCD is the Conservation Practices Program (CPP) or Partners for Conservation (PFC). It is a program that offers to assist landowners by reimbursing them for a portion of the cost of installing a practice. Some of the practices eligible are terraces, waterways, water and sediment control basins, dry dams, modular block structures, cover crops and well sealings. The SWCD Board has approved a list of average costs for the different aspects of these types of projects. Once a design is created it is accompanied by a cost estimate for the project. CPP allows SWCDs to reimburse landowners for up to 75% of the actual cost, not to exceed the estimate, not to exceed $7,500 per project per year. APPLICATION PROCESS:
1. CPP is intended form providing assistance to landowners who are in compliance with the farm program. If you become aware of an erosion problem on your land, the first step is to call or stop by our office so we can begin to help you assess the problem.
2. As CPP is one of several programs available we will determine if it is the best one to address the problem. If so, we will fill out an initial application and mark on an aerial photo where the problems are.
3. Sign-up for the program is open all year long and is cut off at the end of March, at which time all the applications will be visited by staff and inventoried and scored based on their severity.
4. After the Board approves the Prioritization List and money is received from the IDoA, we begin contacting landowners on the top of the list to schedule a field visit to discuss logistical items such as planter widths, row direction, and to discuss the landowner's priority if multiple problems exist.
5. The staff will conduct a layout, survey and then design the practices to be installed. During this time, landowners would be contacting a contractor if they plan to hire the work done. A contractors list is available below and provides information if you are looking for one. The contractor's list is not a recommendation but simply a resource. The names listed are those who have requested to be there.
6. Once the design is done and contractor hired, a pre-construction meeting is scheduled in the field. At this time staff supplies both the landowner and the contractor a copy of the design and discusses the standards and specifications which must be met to satisfy the program and ensure government assistance with the associated costs.
7. When the job is finished to the landowner and staffs' satisfaction, the landowner is then responsible for paying the contractor and then submitting a copy of the bills to the SWCD, which will be used to finish the paperwork and submit to the State for reimbursement.
